Windows Installer Error 1321

The Installer has insufficient privileges to modify this file: [2].

Aside for checking the permissions of the specified file for your access by "Authenticated Users" or "Everyone" also make certian the "SYSTEM" account has sufficeint access.

One visitor suggests "...look at Microsoft KB article Q232143. Your server may not have the proper security privilege for the SYSTEM account in the "All Users\Start Menu" folder and subfolders. To give the SYSTEM account the proper authority, select the "Start Menu" folder under the "All Users" folder and select Properties, Security, add the SYSTEM account, and give it full control. Make sure it's set to propagate to all subfolders."
