As the web page behind the link (see "Related links") explains the meaning of the settings in the "application.xml.override" file:

---- SNIP -----

The EULADelay and Serial Data keys are required for every silent installation.

The Registration Data key is optional. If you use it, then the registration dialog will not appear when Photoshop Elements is started, and the Help > Registration option in both the Editor and Organizer will be grayed out.

The Updates Data key is optional. If you use it, then Photoshop Elements will not check for updates, and the Help > Updates option in both the Editor and Organizer will be grayed out.

Note
You can't install over network!

Typically kb.adobe.com was unreachable a couple of hours today which resulted in frustration for me.

From the KB article:

You can start the Photoshop Elements installer silently when the install files are on a network location, however a problem in the installer will prevent the serial number from being applied to the installed application.

Note
Silent Install instructionsCopy the Adobe Photoshop Elements folder from the Photoshop Elements 6 installation CD to your hard drive.

Edit the Setup.ini file:

Open the Setup.ini file (in the folder copied in step 1) in Notepad.

Add /qn to the end of the CommandLine0 line. The edited line should appear as below:
CommandLine0=msiexec /i "Adobe Photoshop Elements 6.0 (en_us).msi" /qn

Note: The language code (en_us) will vary for different countries and languages.

Save the changes and close Notepad.

Create an "application.xml.override" file:

Start Notepad.
Start a new blank document and paste the following lines into it:

<?xml version="1.0" encoding="utf-8"?>
<Configuration>
<Payload>
<Data key="EULADelay">0</Data>
<Data key="Serial" protected="0">000000000000000000000000</Data>
<Data key="Registration">Suppress</Data>
<Data key="Updates">Suppress</Data>
</Payload>
</Configuration>
Replace the zeros in the Serial Data key with your 24-digit AOO volume license serial number. Do not include dashes in the serial number.

Choose File > Save.

In the Encoding field, choose UTF-8.

Name the file application.xml.override. Note that you must overwrite the .txt extension in the File Name field.
Save the file in the Adobe Photoshop Elements folder copied in Step 1.

To start the installation, double-click on the Setup.exe file in the folder copied in Step 1.

Note
If you have problems with the Unattended Installation of Photoshop Elements 6.0 asking you for Media Player 10 during the Installation, you can edit the common.msi file with Orca. www.technipages.com/download-orca-msi-editor.html

Within the common.msi file, you must delete the row having wmfdist95.exe within it, under ISSetupFiles. So youre no longer asked.

Note

When I use "<Data key="EULADelay">0</Data>" it doesnt work. I use <Data key="EULA">Suppress</Data> and it does work.

Note
I have found a better solution for this problem. No need to create the overide file or ship the setup.ini file along with the package.

In Photoshop elemnets 6.0, there is a file named "application.xml" in the folder "C:\Program Files\Adobe\Photoshop Elements 6.0\AMT". This file is installed by the MSI itself. Just edit this file and add the below entries in the Payload section
<Data key="EULA">Suppress</Data>
<Data key="Registration">Suppress</Data>
<Data key="Updates">Suppress</Data>
<Data key="Serial" protected="0">xxxxxxxxxxxxxxx</Data>

Now, save the file and install this file through your MST. This will add the serial key, suppress the registration prompt and updates. No network problems and works properly in Users as well.
